Security in India has improved but hostile groups still active

Overall, the security situation in India has improved and the number of security incidents has gone down in 2009 as compared to 2008. However the number of incidents related to left-wing extremism has however increased in the same period. According to the Indian government, the left–wing groups are currently the most active and "continue to target vital installations and kill innocent civilians in Bihar, Chhattisgarh, Jharkhand, Maharashtra, Orissa and West Bengal," In November 2008, non-left-wing-related major terrorist attacks happened in Mumbai, India. Starting 26 November 2008, and continuing through 28 November 2008, 10 attackers trained by terrorist group Lashkar e Tayyiba (LeT) carried out multiple assaults with firearms, grenades and improvised explosive devices against multiple targets in Mumbai, including the Taj Mahal and Oberoi hotels, the Leopold Café, the Chabad House and the Chhatrapati Shivaji Terminus train station, killing approximately 164 victims.
